[XML-SIG] Weirdness in 4DOM on Win32

The factory settings shouldn't require any initialization. But the
XMLValParserFactory should have only drv_xmlproc_val listed, since
that's the only validating parser we have at the moment (RXP will be
added in SAX 2.0).
To verify your settings, you can do this:
