Summary: ns_parse parsing error for ampersands in
description field

Initial Comment:
Debian bug report.

For the description field (tagged by <desc> in the xbel
output format), ns_parse translates "&amp;" in the
netscape bookmarks file to "&" in the xbel output. 
That is a bug since "&" is an escape character in XML.

Note, this mistranslation only seems to occur in the
description field.  For the title field, "&amp;" is
passed directly through without change which is the
right thing to do.
