[XML-SIG] disabling catalog support

hi

is there a quick way to disable the catalog parsing in PyXML?

i've got code that doesn't need catalogs for parsing but since updating 
to the new version of PyXML it doesn't work anymore (code trying to 
fetch DTD file from the internet, machine not connected to internet, 
don't want to setup catalog from python code...)
