Yes: Install the source package, using python.exe setup.py install.
Just use the desired python.exe in the process.

No. It is build using bdist_wininst, and it is very limited.

Only for different 2.x versions, which wouldn't help, because the
PyXML distribution requires a match for the 2.x version.
