I found a solution, thanks to Keith J. Farmer [kfarmer at thuban.org].  He
suggested looking at "FireDaemon" (http://www.firedaemon.com/).  I
downloaded a trial version, set it up to run my SOAPpy server as a
Windows service, and it worked first time!  I'll continue to check out
this "cool tool" over my 30 day evaluation period and may eventually by
dozens of copies for our testing lab.
