[DB-SIG] Change of DB-SIG ownership

Michael McLay, the current owner of the Database SIG, is very busy
with other things these days, and no longer has much time to spend on
managing the mailing list and Web page.  Therefore, Michael is happy
to give up ownership of the SIG, and I'll be taking over the
management of the mailing list and DB-SIG Web pages.

   Thanks to Michael for his efforts in getting this SIG started, and
in running it for so long.
