[Distutils] build_py support from setuptools

I've added this (the "package_data" functionality) into the distutils trunk 
(Python 2.4), including documentation.

 > - the ability to provide both individual modules and packages at the same
 > time

This was added some time ago, it turns out, and I'd missed it.  It's already 
in 2.3.x and 2.4.
