[Distutils] easy_install fails on sourceforge?

AFAIK this would require the package owner to give all the opload-links.
This fails for the common case of prebuild Windows binaries, which are
often provided by independent project. Examples are GTK (which in
addition provided some different packages) and psycopg2.
