[Mailman-Users] make test error on fcntl

The only reason I learned of the fcntl problem was because when I 
tried to set up my first "test" mailman list as described in the 
install document, I got a fcntl error.  So, at least mailman 1.0 
seems to need it.  (?)

As for Mac OS X Server -- it's UNIX, BSD 4.4 (descendant of NeXTSTEP).
