[Mailman-Users] prevent users from unsubscribing

i have a list of users that i need to be permanently subscribed until they no longer have a
shell account on my server(the list is for updates & notices etc).

how do i prevent users from unsubscribing from the list?  or better yet, is there a way to 
block them from using certain commands?
