Some OSes seem to have a problem with the fcntl call that Mailman 1.0
uses to do locking.  The current CVS snapshot avoids this problem by
getting rid of the fcntl call and using the LockFile (a.k.a. flock)
class that the rest of Mailman uses for locking.
