Yes, this is the default in the debian packages, because cgi-bin/mailman
can be handled by having a single symlink in /usr/lib/cgi-bin, so there is
no need for webserver reconfiguration after installing the package... it
is explained in detail in /usr/doc/mailman/README.Debian ...
