I am a new manager of a mailman list.

Our list "mactec" Consistently give the following response when mail is sent
to it:

Your mail to 'Mactec' with the subject

    WhateverTheSubjectIs

Is being held until the list moderator can review it for approval.

The reason it is being held:

    Message has implicit destination



What does the "message has implicit destination" mean?
What can I do to resolve the issue.
