[Mailman-Users] restrict_pst_to_members in mail-news GW side effects

That is correct unless they are list members. Those that prefer to use
USENET news I tell to sign up and set their settings to 'nomail'.

Well if they are not a list member, it will bounce. That's how you configured
it.
