with 2.0.13, is there an option (or a hack) to create
an unjoinable list?

Only the administrator should be able to add people to
our site's "admin" list so that no one can subscribe
to a list of problems with our machine.  

Everyone -should- be able to send mail to this list,
though, not just subscribers.
