[Mailman-Users] web interface not saving changes

Hello Everyone,

I just installed the latest release of Mailman on linux.  The web
interface works to display list information, etc, but changing settings
in the forms does not save the settings.  When I hit submit, the browser
seems to send the request, but then it just loads the same exact form
again.  Furthermore, the POST requests are not even showing up in the
Apache logs (access or error_log).

Is this likely to be a permissions or ownership problem?  Or maybe
something misconfigured in httpd.conf?
