You need to be able to authenticate the unsubscription request.
If you don't use the current method, what do you propose to do
instead -- let anyone who wants to unsubscribe any address they like
do so?

Mailman doesn't use CGI, at least not the way you think about it.
You need to find someone who can hack/write Python scripts for you.
