the human rights committee are distributed by email formatted in microsoft
software like .doc

a. How might a listserver type archive of the notices be set up so that
   forwarding the notices as they are will appear in the listserver archive in
   readable text ?...

b. Does the mailman listserver software automatically convert .doc ?...
