[Mailman-Users] Making Lists with identical settings

Since in your case the announcement lists sounds like they will be very
similar(ie owner and moderator doesn't change etc), I doubt you will need
to change much but you will need to change a few things.  Things like
subject line prefix and welcome message if you send them out when you add
subscribers to your announcement list, etc.
