Mail list creation requires sufficient shell access to run the command
line tools or it requires the site password or list creator password
if any to create lists from the web. Presumably, "others" don't have
any of these.
An individual list can be made public or private at any time as can its
archives if any through the web interface. See "advertised" in
"Privacy options..." and "archive_private" in "Archiving Options".
These can also be set with bin/config_list.
