Mailman uses the hold_and_cmd_autoresponses dictionary to limit
the number of autoresponses sent to an email address in a given
day.  It is not intended to be manipulated by the administrator
or user, but is just a sanity check to prevent mail loops.

The "knob" that the system administrator adjusts is
MAX_AUTORESPONSES_PER_DAY which can be set in your mm_cfg.py.
This setting applies across the Mailman instance.
