[Mailman-Users] Template Question

I know this is a mailman 101 question and I have been reading archives 
and FAQ's and what not, there is some missing link that I can't seem to 
figure out and I turn to the lot of you for a kick in the right direction.

I am adding Namazu to Mailman and have it all working except for the 
template integration.

I am running mailman 2.1.4 on Red Hat Enterprise Linux.  I created a 
/var/mailman/templates/site/en and copied the archtoc.html from the main 
/var/mailman/templates/en dir made the html changes to add in the search 
boxes, and restarted mailman using /var/mailman/bin/mailmanctl restart

however it doesn't appear that the 
/var/mailman/archives/private/listname/index.html is being regenerated, 
or if it is it's ignoring my changes.  I made manual edits to the 
index.html and it got wiped out the next morning when the cron's ran so 
I can assume they are being rebuilt and not reading my template changes.

the LANG for my server is LANG=en_CA.UTF-8 I have tried adding a en_CA 
and and en_CA.UTF-8 dir with a proper copy of the archtoc.html to my 
/var/mailman/templates/site/ dir and that hasn't helped either.

any advice?
