Yes, this is an Apple issue. The standard command line tool bin/rmlist
offers the option to delete list only or list and archives.

This is controlled by a sitewide option
OWNERS_CAN_DELETE_THEIR_OWN_LISTS which is set to "No" in Defaults.py
