[Mailman-Users] HTML to Plaintext problem

I have recently setup a server running mailman 2.1.5, im having 
difficulties allowing
html emails to be posted, every time they just get converted to plain 
text, is there
anyway to allow html through onto the list? I have 
convert_html_to_plaintext off
and content filtering off, but still no joy,
