[Mailman-Users] Limits question

I'm wondering is there a way I can limit two things 1) Number of lists 
per site and 2) number of members per list? I'm doing virtual hosts with 
mailman and it's working fine but I don't want the users to have the 
ability to add unlimited lists or members to their lists.
