On Mailman 2.1.5 and earlier, no. On 2.1.6 see the Defaults.py and
mm_cfg.py variables SCRUBBER_DONT_USE_ATTACHMENT_FILENAME and 
SCRUBBER_USE_ATTACHMENT_FILENAME_EXTENSION.
