I seem to recall that you said that your list is hosted on a Cpanel 
server. If that is the case, all bets are off because Cpanel makes a 
lot of changes to mailman code and they do not share any of what they do.

The behavior you describe above is most definitely not mailman 
default behavior as built into the mailman source distribution. I 
tested this on my own server where I had installed mailman 2.1.8 from 
the source.

So this should really be directed to Cpanel (if that is indeed the 
type of hosting solution your provider is using).
