Yes, mailman's cgi-bin directory is 

I worked around this issue by doing the following:

ErrorDocument 404 /mailman/listinfo/

This gave me the effect that I wanted ---- but I know that it's ugly.  Maybe when I have nothing else to do, I'll figure this all out.  But until  then ....

Well, the problem here is that your ScriptAlias for /mailman/ needs to
point to *mailman's* cgi-bin directory.

In FreeBSD, on my system, for example, it is where I showed you..

So unless mailman's cgi-bin directory is in
