I've collected these notes on the pythonmac.org wiki at 
http://pythonmac.org/wiki/NewPackageManager

I've also added some quick notes on what PackMan should do and what the 
GUI should do covering most of what was said on the list, and some 
ideas of my own.

Feel free to edit the wiki and add your own ideas or revise what's 
there, or just continue discussion here.  After some more 
discussion/feedback (maybe a week, or two?) we can start writing the 
PEP and work on patches to distutils + PackMan.
