Dear Sir, SEEKING HONEST ASSOCIATE Pardon me for contacting you through this medium and in this manner without any prior introduction. This is due to circumstances beyond my control. I had to bribe the prison attendants to secretly allow me open an email address from the computer in their office. My name is Alhaji Mohammed Sani Abacha, the eldest surviving son of the late Nigerian Head of State, General Sani Abacha. I am currently in detention on the orders of the current Nigerian government at the Kirikiri Maximum Security Prisons, Lagos on what is to me, on political grounds. All these victimization and more have left me, my siblings and most especially my widowed mother in a very difficult situation in the battle for survival. In view of this experience and in order to avoid further decimation of the family's fortunes, my mother and I have decided to entrust a reasonable part of the family's hidden funds under the care of a trustworthy foreigner for safekeeping. Her major problem is that while I am in detention my mother's movements and access are restricted since she is virtually under house arrest and constantly monitored. This explains my having to contact you through clandestine sources. Let me therefore inform you in the utmost confidence that before the freezing of certain key bank accounts in Nigeria, we were able through a technical arrangement to withdraw monies totaling US$45,000,000.00 (Forty Five Million U.S. Dollars Only) which was immediately moved out of the country through the help of some of my late father's close associates who are still serving in the present government. It is both my wish and my mother's that you assist us in the safekeeping of these monies. My mother will be able to discuss with you if the proper arrangements are made through our lawyer, Messr abdulsan and abdulsan & Co. (Legal Practitioners & Notaries Public). We are proposing to move the development discussions from scipy-dev(a)python.org to https://discuss.scientific-python.org/c/contributor/scipy The proposal is as follows: - We start using Discourse as a replacement to scipy-dev(a)python.org - We don't move the mailing list archive and history. That will all be frozen at the current location ( https://mail.python.org/mailman3/lists/scipy-dev.python.org/). While it is possible to migrate the history to Discourse, this makes the transition A LOT more complicated including potentially exposing private email addresses which is something we probably don't want to do. - Posters will have the ability to post on the website forum or through email. I am personally still getting used to the Discourse interface, but it seems it is possible to interact with the forum through email only if that is preferred, so hopefully those who would like to keep the email workflow would not have to adapt too much. Build question: how do the SciPy source distribution and wheels get uploaded to PyPI?

I see that tools/wheels/upload_wheels.sh script looks for dist/*.gz first, then wheelhouse/*.whl next and upload to the Anaconda distribution. The only places I see this script called are in .github/workflows/wheels.yml and ci/cirrus_wheels.yml, and in both cases appear to upload wheel files only. How is the source distribution built? Does cibuildwheel also build the SD? And how do the wheels and source distribution end up on PyPI? Thanks Scott

ENH: More user-friendly interface for scipy.ndimage.affine_transform

I found it a bit difficult to work with affine_transform in 3D and going off the stack overflow discussions linked in the issues linked in this PR, I made what I think is a nice user-friendly API: https://github.com/scipy/scipy/pull/20391. This out-of-band release aims to support NumPy ``2.0.0``, and is backwards compatible to NumPy ``1.22.4``. The version of OpenBLAS used to build the PyPI wheels has been increased to ``0.3.26.dev``. This release requires Python 3.9+ and NumPy 1.22.4 or greater. For instance, ``RegularGridInterolator((x, y), values, method="cubic")(xi, nu=(1, 1))`` evaluates the mixed second derivative, :math:`\partial^2 / \partial x \partial y` at ``xi``. - Performance characteristics of tensor-product spline methods of ``RegularGridInterpolator`` have been changed: evaluations should be significantly faster, while construction might be slower. If you experience issues with construction times, you may need to experiment with optional keyword arguments ``solver`` and ``solver_args``. Previous behavior (fast construction, slow evaluations) can be obtained via `"*_legacy"` methods: ``method="cubic_legacy"`` is exactly equivalent to ``method="cubic"`` in previous releases. NumPy 2.0.0rc1 released

Hi All On behalf of the NumPy team, I'm pleased to announce the release of NumPy 2.0.0rc1. NumPy 2.0.0 is the first major release since 2006. It is the result of 10 months of development since the last feature release and is the work of 193 contributors spread over 1005 pull requests. It contains a large number of exciting new features as well as changes to both the Python and C APIs. This major release includes breaking changes that could not happen in a regular minor (feature) release - including an ABI break, changes to type promotion rules, and API changes which may not have been emitting deprecation warnings in 1.26.x. Updating legendre and associated legendre functions in special to take array inputs

Hi team, https://github.com/scipy/scipy/pull/20320 by Irwin Zaid updates the legendre functions of the first and second kind, lpn <https://docs.scipy.org/doc/scipy/reference/generated/scipy.special.lpn.html> and lqn <https://docs.scipy.org/doc/scipy/reference/generated/scipy.special.lqn.html> respectively, and the associated legendre functions of the first and second kind, lpmn <https://docs.scipy.org/doc/scipy/reference/generated/scipy.special.lpmn.html> /clpmn <https://docs.scipy.org/doc/scipy/reference/generated/scipy.special.clpmn.ht…> and lqmn <https://docs.scipy.org/doc/scipy/reference/generated/scipy.special.lqmn.html> respectively, to take array arguments for the parameter z. Currently lxn(n, z) returns a tuple of arrays, each of shape (n+1, ), evaluating a legendre function at the point z for degrees 0 through n. lxmn(m, n, z) returns a tuple of arrays, each of shape (m+1, n+1) evaluating an associated legendre function at the point z for orders from 0 to m and degrees from 0 to n. #20320 updates these functions to allow z to be an ndarray, such that the output shape of lxn(n, z) will be (n+1, ) + z.shape and the output shape of lxmn(m, n, z) will be (m+1, n+1) + z.shape. I think this is a highly valuable change, allowing efficient evaluation of these functions over multiple points. To accomplish this, Irwin worked directly with the NumPy C API to create generalized universal functions (gufuncs <https://numpy.org/doc/stable/reference/c-api/generalized-ufuncs.html>) that allow the inner loops of these functions to be run in native code. His approach extends a C++ metaprogramming approach he implemented to streamline working with the NumPy C API to create ufuncs in https://github.com/scipy/scipy/pull/20260. Our hope is to make the use of gufuncs more widespread in special, and to make them available in CuPy's special as well, along the lines of what was discussed in https://github.com/scipy/scipy/issues/19404.
